III. There are many possible solutions to this problem. The possible solutions are: (Two articles must be attached and annotated bibliography) Some possible solutions is putting a ban on smoking in public work places, a ban in restaurants, or regulations in restaurants. Strict regulations in restaurants will keep restaurants safe for the public to enjoy, but also increase profits as it brings more smokers to the restaurant. Other possible solutions would be to keep smoking so many feet away from public buildings.
IV. The solution I (we) propose is: (This section will become your proposed legislation. Be sure to include what agency will implement your law, proposed cost if any and effective date) I propose that smoking should be banned in all public work places. All individuals must be at least 50 feet from building doors or in designated smoke areas. Restaurants do not follow these laws. Smoking in restaurants will be allowed, but they must follow strict guidelines. Failure to follow these guidelines will result in severe fines and being places under close supervision. Restaurants must have top of the line circulation systems, have at minimum two-thirds of the restaurant non-smoking by floor area, and a wall of at least 4 feet in height must divide smoking area from non-smoking areas. The Department of Health and Human Services (HHS) will be implementing and enforcing this law. It will be enacted on January 1, 2012. States with stricter laws on the banning of smoking will still be enacted along side with our current proposal.
V. I (we) think this solution will work because: (You must use factual information to prove your solution will work). I think this solution will work because it will really keep smoking out of the work place, and keep offices, employees, and customers safer. Second hand smoke causes one-percent of the world deaths, which is a really high number. Banning smoking in different areas has been able to cut exposure to second-hand smoke by sixty percent. Cost of healthcare for a smoker is on average $3,391 more per year. Cutting down on smoking in the public would help save lives and money.
